  1. What kind of pets do you allow? Do you permit exotic pets?
    We welcome dog & cats combined 35lbs or less. We do not allow exotic pets. There are breed restrictions, please confirm with a leasing professional that your dog is not on our restricted breed list.
  2. How many pets may I have?
    We allow up to two pets per apartment home with a combined weight of no more than 35lbs. Pets must be at least 6 months of age.
  3. Are there any deposits, special fees, or monthly charges to have a pet?
    We charge a $300 nonrefundable pet fee for first pet and $150 for second pet.
  4. What must I bring with me to tour an apartment?
    We require a government issued photo id for all tours.
  5. What are your fees and monthly charges?
    We charge a $50 application fee per applicant, a $150 non-refundable administrative fee and a $400 application deposit. Applicant credit results may result in a larger deposit requirement.
  6. What are the income and credit qualifications?
    We require a gross household income of three times the market rental amount of the unit. Guarantors must earn four times the market rental amount to qualify. A 600 credit score is required for standard approval. Lower scores may require an additional deposit or denial. Higher scores may result in a reduced deposit.
  7. What is acceptable “proof of income” to sign a lease?
    We require the last two consecutive paystubs or (30 days), last year’s W-2 or an official offer letter to verify income.
  8. What happens if I qualify for an apartment, but my roommate does not?
    We could list your roommate as an occupant as long as you qualify for the apartment home. Your roommate would need to meet our criminal background criteria and have a minimum credit score of 500 and good rental history.
  9. Is my security deposit totally refundable?
    Your security deposit will be refunded to you within 45 days of move-out assuming that there was no damage in your apartment or outstanding balances on your account. The pet fee is not refundable.
  10. If I get a job transfer, can I break the lease?
    If you are terminating your lease for any reason other than military service transfers, you are responsible for lease cancellation fees.
  11. Can I change to a month-to-month lease plan after my first year?
    After you have completed your lease term, you are eligible to continue on a month to month basis for a $200 a month additional charge.
  12. What utilities are included in my lease?
    Festival Park apartments include DirecTV, washer & dryers, pest control and a membership to Chester Fitness Club.
  13. How long is the term of the lease?
    We offer flexible lease terms ranging from 3-18 months. Lease premiums may apply based on lease term.
  14. Do you accept leases for short terms?
    Yes, we do offer short term leases. Short term premiums will apply.
  15. Am I required to have renters insurance?
    You are not required to have renter’s insurance, but we highly recommend it.
  16. Do you offer furnished apartments?
    Yes, we offer furnished units with a complete set of furniture, house wares and utilities. There is limited availability.
  17. Do you offer corporate apartments?
    Yes, we offer corporate apartments.
  18. If something needs to be repaired in my apartment, how do I report it?
    For your convenience we have a maintenance email address which you can email all non-emergency requests 24 hours a day, 7 days a week. One of our maintenance team members will promptly address the problem within 48 business hours. In case of maintenance emergencies, please call 804.419.2287.
  19. When is my rent payment due?
    Rent is due on the first day of each month.
  20. What day of the month am I liable for a late charge?
    Any rental payments received after 5 pm on the 5th of each month is considered late and a 10% late fee is applied. If you are late paying rent, you will forfeit any move in specials and/or reduced rental rates.
  21. Will you accept electronic payments from my bank?
    At this time we do not offer electronic payments, but we are expected to offer this option in the near future. You may however set up an online bill pay through your bank, which needs to arrive in the office no later than the close of business on the 5th of month.
  22. Is there a place where I can pay my rent after office hours?
    There is a rent drop box located in the management office that will be accessible from outside the office after hours.
  23. There is a person who might be staying with me for a while, is that permitted by the lease?
    Any guest staying for longer than seven consecutive days will require written permission from the leasing office. Anyone living in the apartment more than 7 days in any given month must submit an application and meet our credit and background standards.
  24. Do you have reserved parking?
    Our parking is first come, first serve. You may lease a private garage for a monthly fee of $100.
  25. I have a motorcycle, where can I park it?
    If you have a motorcycle and plan to park onsite, you are responsible for abiding parking laws or you may lease a garage.
  26. My children live with me in the summer; do I need to notify your office when they arrive?
    For your safety, any guest staying for longer than seven consecutive days will require written permission from the leasing office. This includes anyone under 18.
  27. Can I install my satellite dish at my apartment?
    No, but cable is included in the rent free of charge.
  28. Do you have cable services?
    A DirecTV package is a free service we provide. You may contact the community provider if you would like to purchase an upgraded package.
  29. Does the property have a fitness center?
    Yes, you have a membership to Chester Fitness Club.
  30. Does the property have a swimming pool?
    Yes, located at our sister community, Chester Village Green within walking distance of Festival Park.
  31. Does the property offer on-site recycling?
    Yes, Valet Trash will happily take your recyclables with your normal everyday trash as long as it is in a separate see-through clear plastic bag.
  32. Are gas grills permitted at your property?
    Per City Fire/Building Code, we don’t allow grills on the apartments.
  33. Is there any additional storage space available at your property?
    Yes, we lease our private garages for $100 per month.
  34. Are residents permitted to paint their apartment?
    We will paint an accent wall for just $150. If we paint the accent wall, you do not have to repaint at move out. If you paint, you must return it to the original condition before move out. Paint must be purchased through the leasing office to ensure a perfect match.
  35. Will you accept my delivery packages for me?
    Yes, however packages must be picked up in a timely fashion and no perishables will be accepted.
  36. Do you have a list of Preferred Employers?
    Yes, our 20/20 program is offered to: HCA Hospitals, Philip Morris, Northrup Grumman, Dominion Virginia Power, and any local, state or federal employees. This includes a $20 application fee and your monthly rental rate is discounted by $20 per month!
  37. Where do I register to Vote?
    Voter registration can be done in person at the Department of Motor Vehicles or on their website at www.dmv.state.va.us
